Restart Program

The Restart program provides Recovery based, short term Targeted Care Management and engagement services for individuals 18 years of age and older with significant mental health and/or substance use challenges. The goal of the Restart program is to prevent, when possible, hospitalization and higher levels of care by rapidly getting to know the person’s needs and engaging in a voluntary recovery opportunity, and connecting people to community services and supports.

RI International has extensive experience operating similar programs in five other locations around the country and has been a leader in the behavioral health field by the development and application of the best practices of no-force-first, trauma-informed care, peer support, and recovery outcomes.

Currently the State is implementing a comprehensive initiative to increase availability of community based behavioral health services and transform the service system to be recovery-oriented. Under this initiative, the Restart Ellendale and Wilmington locations are funded through a contract with the Delaware Division of Substance Abuse and Mental Health so individuals will be served without regard to income or insurance status.

We welcome referrals 7 days a week from hospital emergency departments, law enforcement, mobile crisis teams and community agencies

To begin services, please call us in advance with referral information so we can coordinate a planning meeting 302-300-3100.

What you can expect:

  • Phone contact will be made with our Team Leader to coordinate a planning meeting within 24 hours of the referral request.
  • A meeting in person with our Recovery Navigator/Mental Health Professional and Peer Recovery Coach within 48 hours of the referral request.
  • No one will be denied services.
  • Our language is welcoming and friendly. We offer a hospitality culture and refer to the people we serve as guests.

Here are some guidelines to help you make referrals:

  1. Adults (18 years of age or older).
  2. All those willing to voluntarily accept the services provided by the Restart Team.
  3. The person is experiencing current behavioral health challenges that without immediate intensive support could result in hospitalization or incarceration.
  4. Individuals who need additional support to use community resources more effectively.
  5. Individuals who will benefit from our advocacy approach to successfully link to behavioral services and community resources to assist in their recovery.
